Solano Resource Conservation District: Executive Director

Introduction:
The employer is the Board of Directors of the Solano Resource
Conservation District, and day to day supervision will be by the Board
of Directors. The title of the position is Executive Director. The
position is a full-time exempt position with medical, dental and vision
benefits. Retirement benefits furnished upon completion of a six (6)
month probationary period. Employment at the SRCD is employment
at-will. Employment at-will may be terminated with or without cause and
with or without notice at any time by the employee or the District.
Location:
This position is located in the Dixon Field Office of the USDA Natural
Resources Conservation Service (NRCS) in Solano County California.
Duties and Responsibilities:
Examples of these duties include, but are not limited to:
* Provide staff support for all District Board and Committee
meetings;
* Provide leadership and direction to all staff members including
participating in the hiring of all District staff, providing general
guidance for program implementation, and conducting annual staff
evaluations and reviews;
* Oversee the District's financial record keeping and budget
management, including preparing the annual work plan and budget,
overseeing the implementation of all grants, directed action contracts,
and mitigation projects, and identifying and securing sources of funding
necessary to secure District operating funds and implement projects;
* Oversee the maintenance and upgrading of all District facilities
including District offices, Conservation Education Center, nursery and
greenhouse buildings, and four-bay storage facility;
* Identify Solano County projects that impact the interests of the
District (agriculture, open space, wildlife, residential development,
and flood control) and provide CEQA review of these projects;
* Coordinate and expand the Dixon-Solano Water Quality Coalition,
including serving as a liaison between State and regional water quality
boards and providing general program guidance and improvement in
coordination with Dixon Resource Conservation District;
* Track local, state and federal laws that affect conservation
work within the District and keep the Board informed on these issues.
Where appropriate, respond with District viewpoint on pending
legislation, regulation, or government programs;
* Collaborate with other local conservation partners to facilitate
decision making and policy setting activities in the greater Solano
County region and coordinate District involvement and assistance in a
variety of programs and activities with NRCS and other resource
agencies.
Qualifications:
A Bachelors degree from an accredited college or university in Ecology,
Agriculture, Biology, Environmental Science or a related field of study
is required. An advanced degree in a similar field is strongly
preferred. Working knowledge of Microsoft Word, Windows 98, Excel,
QuickBooks and Arc View are required. Knowledge of the Central
California ecosystems and agricultural practices, threats to the
landscape and regionally appropriate conservation and restoration
methods is required. A minimum of five years of management experience
in a similar field is required. Experience working with a Board of
Directors and multiple partner organizations is strongly preferred.
Applicant should be a team player with an ability to work with staff,
board members and local landowners who have a diverse range of
backgrounds, motivations and interests. An applicant that is willing to
assist in project implementation, including restoration field work and
youth education, as needed, is highly desired. A valid driver's license
and liability insurance is required. To perform the assigned duties, the
employee will be required to work a mixture of evening and day hours, in
the field and in the office. The regular work time will be 8-5 Monday
through Friday with occasional night and weekend obligations.
Compensation: Base salary of $65,000-$75,000/yr DOE
